Why is it that time trials use 650 wheels on their time trial machines, rather than a 700 wheels & why does road races rules require the larger 700 wheel? It would seem that the smaller the wheel is the lighter the bike will be.

It has been my understanding that 650 are used because they accelerate faster and 700 are used because every revolution gets you down the road further.

I would suspect that air resistance would be lower on a bike with 650 wheels.

It is interesting to note that Kestrel has now gone to 700 wheels on their "aero" frame on larger sizes. They have some new models out this year. The same basic tri frame they have had for years without the seat tube now called The Airfoil Pro now has the 700 wheels from size 54 and up. I always loved the look of that frame but I never wanted 650 wheels.

How does the Kestrel compare to the Calfee? I considered the Talon SL but chose the Tetra Pro instead.

You made a wise choice.
Fist the Talon is not made where Kestrels were for years in good old Santa Cruz. They moved production on it to China. So you are paying Kestel prices for the a bike made where they make Pacifics. They did not even use Taiwan which makes decent carbon fiber. They went super cheap.
Mine is a 200 SCI. I like the bike. When I ordered my Calfee my wish was I would like it as much. The Calfee is a step up from the Kestel. It is more reponsive, more lively, and quicker. I still like my Kestrel but if I could have only one bike I wouldn't have to think about the answer. It is the Calfee.
