My wife has a set of 650c Stratus Clinchers. While I can get 20c tire on the rim after cursing like a drunken sailor and 23c tires are better; she is obviously concerned about a road side pucture repair.
Anybody out there have a solution?

I think you will find that different tire brands will fit differently. I use Vittoria and have mounted on a pair of 700c Reynolds and did not have much difficulty mounting. What brand are you using?

I have Michelin now, I tried a Vittoria 650 - 20 and it was tough. It sounds like a 23 will make the difference.
How do you like the wheels, My wife loves hers.

Michelins are one of the harder tires to mount. My Vittoria Open Corsa's are very easy to work with.

Note that Contis are some of the hardest as well. For clinchers I love the Vredestein Tricomps. I've also ridden Michelin, Maxxis (currently have the Hors Category tires on my clincher wheels), Specialized, and Conti. The Vreds have an incredibly smooth and fast feel.
