Why the washer new

I just installed a 11/23 10 speed cassette on a Neucleon (silver spokes) wheel. When I inserted the wheel into the dropouts, the lockring rubbed against the inner dropout. I added a washer against the lockring, and the wheel turned fine. Why did I have to add the washer?? This wheel even though older, should be 10speed compatible. What gives???

Sorry to have wasted everybody's time. It seems that the spacer between the first to sets of riveted cogs didn't seat properly. After re-assembling the cassette a few times, it worked out.
