My Tiagra front derailleur equipped front derailleur triple often seems balky downshifting into the 30 from the 42, always at an inconvenient time such as when the 2% changes to 5%. Would upgrading to the Ultegra front derailleur help, or is the problem more likely one of adjustment and maintenance? Thanks for any input, particularly if anyone's had this issue, and attempted this fix.

A qualified yes to both questions. Most likely a maintenance issue however, but could also be in your shifters. Tiagra shifters aren't quite as smooth shifting as Ultegra or Dura Ace.
All that said, I would tell you to do a complete tune-up on your running gear first: tune and service both front and rear dérailleurs, check chain for wear and replace if necessary and shoot a little lube into both shifters.

In addition it could be your shifting technique. If you are trying to downshift when you are already into a steep hill it won't go even if it Dura-Ace unless you can get the tension off enough for the chain to drop. Under pedaling hard enough for a steep hill it won't drop. If you know the hill you need to time your shifts to avoid this. An easy way to see if this is a factor...make a u-turn and start down the hill...if it drops then it is related to when you are shifting.

Thanks for the input. Tomorrow, which promises some 7% or so, I'll be particularly careful to downshift into the 30 BEFORE the going gets tough. And, I did lube the front derailleur during today's chain clean and lube. If I have problems tomorrow, likely I'll take it over to my LBS, as the bike probably needs a medium level tune-up anyway. I'm toying with the upgrade to an Ultegra front derailleur, as that's what I have on the rear. It's a 2001 Cannondale R600, originally spec'd as Tiagra front, 105 rear, but actually built up with 105 crank, Ultegra rear, just the Tiagra remaining. And, it's time for new and thicker bar tape, etc.
