1982 bottom bracket cutout

Hi I have a 1982 colnago ( not sure of model ) That has the standard clover,club cutout.But on this one there is a plate welded on the inside of the shell.Not sure if colnago did this or if old owner did it.Anyone hear of this before ? Thanks in advance
