I clean both my Serotta Ti bikes with Windex and finish with Lemon Pledge. (no kidding!)

I was told by the guys at IF to use a mild abrasive orange based hand cleaner like Gojo or something similar. You can apply it by hand or use a toothbrush. Just go easy over the decals. It seems to work, but it can be time consuming.

Get it clean then clearcoat it! new [Re: sevenrider]

Use of a typical gentle detergent like Dawn dishwashing liquid usually does the trick on raw titanium. Gentle use of a slightly abrasive Scotchbrite pad has been suggested if stains simply don't wish to come out.

Seriously though, consider disassembling it for an overhaul. Carefully clean the bejesus out of it, get new decals, and consider having the whole thing clearcoated except for the chainstay on the drivetrain side. Even with minor chips in the clearcoat someday, it still look cleaner than even the cleanest raw titanium frame.
