SHIMANO® Dura-Ace® 7800 Bottom Bracket
Got caught in some pretty serious rain a week ago. That night I pulled the cranks to clean out the BB cup. The drive side bb isn't real smooth. When I turn it it's a little grindy, not smooth. Before that rain I was getting tick from the BB. It's all back together now, tick's gone.
The bB is coming up on 3k miles. Is it baked? Get a new one?

If the bearings have that grainy feeling to it, My suggestion is to replace it. During my last visit to the Phil Wood & Co., they already have a stock of bearings for the new DA10. And from what I was told, it is way superior than the original bearings from Shimano. Give them a try if you are planning on replacing the bearings. http://www.philwood.com/

Nev as with all bearings the worse enemies are lack of lube or water and grit contamination. The D/A bearings are cheaply priced and basically do the job, but you will have to make the call for either a re-purchase of the same OEM ones again, or go to some other alternative brand. Price will dictate which way you will go, but water and grit will get into even the best of the so called 'sealed bearings'eventually. Since you have this type of BB i suggest you also buy the Park tool for removal and installation, as the shimano one offered is not the best quality.

With 14,000 miles on my DuraAce bottom bracket, in all kinds of weather, it's hard to believe yours would be done at 3,000.

From what mechanics have told me Shimano bottom brackets seem to last forever or not. Some think it is the luck of the draw and others just fate. 
P.S. To feel the "grainy" feeling you need to pull the crank arms. It can feel smooth enough with the cranks on but if you pull them and have your hand right on the spindle you can feel that good old friction. One advantage if you feel it you have an excuse for any recent lower speeds.

Yes, I had it off, that's how I discovered it. Non-drive side very grindy.
