That is all paint. First base coat is a light grey, then a white pearl. Next, I applied a letter stencil and shot white, pearl, candy light teal before pulling the stencils. That paint job was a bear. It looked pretty simple, but it took a huge amount of time. We only have printed decals in a few colors. For the rest, we have to do custom work.
