$3199 is a good price based on today's pricing. If the frame was only used for a week as the lbs said, you are getting a like new bike with a 23 year warrantee and a new paint job for about $1200 less than a new one.

On the other hand, the price for the frame, fork and headset, with seat and head tube extensions, when it was originally sold, was only $3500. (the price went WAY up last October) If it has been sitting around for two years, they should be willing to sell it for even less than $3200.
