Slowing down doesn't create more friction ... but the slower you go through the corner, the lower the cornering forces. You gotta keep your cornering forces low enough such that you don't exceed your static friction. If your dry cornering speeds exceed the static friction when the roads are wet ... you'll be pretending the road was a slip and slide ... but it won't be pleasant.
